CompTIA Submits Testimony Supporting 1099 Repeal

For the House’s Small Business Committee hearing held on February 9, we submitted testimony entitled “Buried in Paperwork: A 1099 Update”.  During the hearing, committee members voiced bi-partisan support for repeal of the new 1099 requirement; the only question of discussion was how to “pay for” the repeal.  But the bottom line seems to be that repeal is viewed as more important than the philosophical issue of how to pay for it. 

In another positive development, last week the Senate agreed to an amendment to S. 223, "FAA Air Transportation Modernization and Safety Improvement Act," that would repeal the new 1099 requirements.  Introduced by Sen. Stabenow, the amendment passed by a vote of 81-17 – a margin that indicates overwhelming support.  However, while 1099 repeal is now included in S. 223, that legislation has not yet passed the Senate (and thus 1099 repeal has not been enacted).

On the House side, we were contacted this week by staff of the House Ways and Means Committee, notifying us that Chairman Camp intends to move 1099 repeal legislation, H.R. 4, through the committee.  Therefore, we expect this legislation will come to the House floor for a vote in the next few weeks.
       
So while this provision has not yet been repealed, we see definite progress in what has become a very bi-partisan effort.
