While we have made great advancements in the tech field throughout the past few decades, State statutes struggle to keep pace with these changes. There are still several statutory requirements in the California IT Procurement Codes for submitting paper documents and posting of notices in public places. These practices require procurement professionals to process and post paper documents outside of any automated systems and require extensive physical storage capability for paper public documents.
TechAmerica's California Procurement Committee has proposed legislation, Assembly Bill 558, authored by Assembly Member Evan Low (D- Campbell), which seeks to amend the Public Contract Code to remove references to paper based submissions. In addition, the bill would also allow departments to use electronic means whenever possible for the posting of documents and allow for electronic bid submissions.
